In order to apply for statehood, there shall be a specific population of one million people in order to form at state. They shall write a Constitution in defense of starting the new found state and be approved by popular vote of the residents.
Preamble
- We the people of the United Confederacy of Bombafatopia, in order to insure safety within the state, freedom of economic choice, remain a direct democracy, provide general warfare, establish more opportunities for freedom, do ordain and establish this Constitution for the United Confederacy of Bombafatopia.
Section 1
- All legislative Powers herein granted shall be vested in the People of Bombafatopia who shall vote directly on all issues delegated to the National Government.
Section 2
- National government has been granted the following powers: issue a National currency that is utilized by all states, regulation of tourism, propose laws, and declare war. (However, forces will be provided by each state and a 2/3 National vote is required.)
- All powers not delegated to the National Government are reserved for the states to individually carry out. These include, but are not limited to: establishing courts, taxing citizens, and anything else necessary and proper.
- The proposal of laws may be done in two ways: initiative of the People or suggestion by the BAMF Council. The People may attend a public BAMF Council meeting and have their suggestion(s) placed on the ballot. A suggestion by the BAMF Council must be approved by 7/11 states in order to be placed on the ballot.
- The People of the United Confederacy of Bombafatopia include: citizens born within the boundaries of the country or immigrants who have been issued a Certificate of Citizenship. In order to be issued this Certificate, one must take fifty hours of class time through an approved station and pass a citizenship exam with a percentage of ninety-three or higher.
- Immigrants who have come to the United Confederacy of Bombafatopia who are younger than sixteen years of age are not required to take classes nor are they required to pass a class, for they are immediately granted citizenship.
- Once any citizen reaches the age of sixteen, or an immigrant passes their exam, they will be issued a computer chip on their ID. This chip will henceforth be used to prove eligibility to participate in elections. They will also be required to provide a fingerprint to prove identity.
- The Means of voting for each election or passing of a bill shall be administered by the BAMF Council. Each state is provided a structure and the equipment required to produce the voting devices.
- These voting devices include a scanner to read the chip and a fingerprint recognition application to prove identity and eligibility to vote.
- Alerts are transmitted to each device when a ballot has been introduced.
- Once the combination of the fingerprint and chip has been activated, the ballot will be available. Once a specific ballot is opened, you are given a specified time frame in which you are able to vote, along with a time frame in which the ballot is available. If the ballot is not completed within the specified time frame before expiration, you must rescan your fingerprint.
- After the completed ballot has been submitted, the fingerprint and ID combination cannot be used on the same ballot again.
- Each citizen is not required to vote on any given ballot. After not voting on ten ballots within a year, one’s voting device will be confiscated until proof of desire of citizenship.
- Each vote is equal.

- In the executive branch, we have decided that we will have a committee of 11 people; one from each state in our country, Bombafatopia. The people from each state will vote to elect Attaché to represent their state. The council name is BAMF. They will only be able to serve one term that is 4 years long. Election Day will be December 1st and the members from before will step down on the 1st of January the following year. They must be at least 30 years old and a citizen for at least 15 years. If someone dies or cannot fulfill their duties, there will be a special election held in that state to fulfill the position. Each Council member will receive $250,000 a year or $1,000,000 for the term served.
- The Council will be in charge of enforcing laws. They also will be in charge of the armed services. The council will vote on whether treaties should be put into place with other countries or states. The Council can remove an official from office, but cannot remove anyone on the Council board. Each Council member will address different issues. That Council member cannot fix the issue without speaking to the rest of the Council and taking a majority vote.
- Each Council member must deliver at least one speech about one national and one state problem per year to the public about what issues they have or will have addressed over their term in office.
- If the Council feels as if a Council member should be impeached from office and replaced by another member from the state, they must go in front of the people of that state and require another vote be taken on who should fulfill that position. There can only be one Council member impeached and replaced per year. Also, the Council can only attempt to remove a member once per year as well.
Judicial

- Judicial power shall be vested in the courts of the states with a single Supreme Court to act in arbitration of offenses or disputes between states as well as crimes spanning multiple states.
- For those accused of crime, burden of proof shall fall on the defense to prove innocence.
- All prisons shall be ran and maintained by the National Court.
- Appointed to the Supreme Court will be eleven justices; one for each state that will be appointed by state vote.
- In all cases, trials shall take no longer than three months to prove innocence or guilt of the accused.
- In all cases involving treason, the accused shall be subject to immediate imprisonment without trial. The punishment for treason is to be decided by each individual state.
- To propose and amendment, thirty-five percent of the state citizen voters must sign a petition.
- To ratify each amendment, a National vote is held in which seventy-five percent of citizen voters must approve the amendment for it to be ratified.

- Full faith and credit shall be granted in each state to the public acts, records and judicial proceedings of each state.
- No matter the race and/or sex, citizens will all be treated equally and given the same amount of respect and power as one another.
- Any persons accused of any criminal or civil act who have fled to another state, shall be returned to the state in which said acts occurred.
